本课程的目的是让学生了解过去百年间，英殖民政府如何管治香港新界，尝试探讨传统乡村社会所出现的巨大转变。讨论的焦点集中在地方管治的机构、宗族社会的组织、地域市场的结构和土地拥有权制度四方面，以说明英殖民政府虽宣称尊重新界乡村传统，非但未能使乡村的传统生活得以维持；实际上，正是其管治措施使新界出现翻天覆地的变革。二战期间，日本佔领军引入的地方行政措施；与及七、八十年代，英殖民政府为应付香港主权回归而作出的应对措施，都是社会变革的新动力，也是本课程关注的重要课题。
